공생공영공의주의로 본 공영정치 정책원칙과 선거제도에 관한 연구
해방 이후 한국정치는 보수와 진보가 끊임없이 격돌하는 분열과 대립의 역사를 경험해 왔다. 정치이념과 세대, 지역 등 특성에 따라 패거리로 분열하고 대립해 온 한국사회의 정치현실을 바로 잡고 『통일사상요강』의 공생공영공의주의 이념을 기초 로 이해와 배려, 소통과 협력을 지향하는 대통합으로 나아가야 할 때다. 본 연구는 공생공영공의주의 이념을 기초로 한국사회의 정치적 개혁의 방향을 모색하기 위한 것이다. 특히, 한국의 선거제도에 대하여 탐구하면서 개인 보다 사회 와 국가, 나아가 온 인류를 위한 사랑의 정신인 공공애(公共愛)에 기반을 둔 공영정 치를 개념화하고, 이에 기초한 선거제도의 원칙과 형식을 살펴보았다. 현대 대의민주주의 정치의 핵심기제인 선거제도가 작동하는 기제를 성찰하며, 특 히 한국의 선거제도가 갖고 있는 공영정치로 본 문제점을 도출하고 해결방안을 탐 구하였다. 이와 같은 과정을 통해 하나님의 나라를 이 땅 가운데 구체적으로 실현하 고자 하는 공생공영공의주의 이념을 깊이 있게 논의하였다.
A Study of Mutual Prosperity Politics based on the Principle of Mutual Existence, Mutual Prosperity and Mutual Righteousness
Since the liberation of Korea from Japanese rule in 1945, Korean politics has experienced a history of division and confrontation in which conservatism and progress are constantly conflicting. It is time to correct the political reality of Korean society that has divided and confronted with groups according to characteristics of political ideology, generation, and region. It is time to understand and care each other, communicate and cooperate with each other on the basis of the ideology of ‘the Principle of Mutual Existence, Mutual Prosperity and Mutual Righteousness’ in Unification Thought The purpose of this article is to explore the direction of political reform in Korean society based on the ideology of ‘the Principle of Mutual Existence, Mutual Prosperity and Mutual Righteousness’. In particular, it explores the electoral system of Korea and conceptualizes the ‘Mutual Prosperity’ based on public love(공공애), which is the spirit of love for society, nation and even humanity, rather than individual. This paper examines the mechanism of electoral system, which is the key mechanism of modern democracy politics. Through such a process, we deeply discussed the ideology of ‘the Principle of Mutual Existence, Mutual Prosperity and Mutual Righteousness’ in realizing the kingdom of God in this land.
