통일사상의 공생주의를 위한 ‘신앙기반 NGO (FBO)’ 고찰
본 연구의 목적은 통일사상의 공생주의 이상사회의 건설을 위한 ‘신앙기반 NGO’(faith-based NGO, FBO)의 현황과 사례를 분석함으로써 FBO가 더욱 발전할 수 있는 방향을 모색하고자 한다. 특히 국제발전협력 분야에서 FBO의 역할이 중요해지 는 것은 통일사상의 공생주의 실현 노력과 밀접한 관계가 있다. 최근의 정부실패와 시장실패의 대안으로 제시되고 있는 NGO활동 중에서도 FBO는 지구촌 빈곤·교육 등의 문제를 해소하기 위한 활동으로 많은 관심을 받고 있다. FBO는 종교적 사랑과 헌신의 자세로 사회적으로 소외된 사람들에게 정신적·물질 적으로 사랑을 베푸는 단체로서 일반적인 NGO와 구분하고 있다. 신앙을 기반으로 봉사하는 FBO는 국제개발 관련 주요 연구보고서와 정책문건 등에서 보편적으로 사 용되는 개념이다. 국제개발 활동을 전문으로 하는 시민사회단체들의 활동은 제2차 대전 이후 본격화되었고, 1990년대 이후부터 양자 및 다자간 원조 공여기관들과 파 트너십을 맺고 제도화된 지원 하에 다양하고 전문적인 개발 활동을 전개하고 있다. 본고에서는 우리나라에서 국제적 FBO로써 UN 경제사회이사회(UN ECOSOC)로 부터 NGO 최상위 지위인 포괄적 협의지위(General Consultative Status)를 인정받고 있는 ‘세계평화여성연합’, ‘한국 월드비전’, 그리고 ‘굿네이버스’ 등을 연구 사례로 분석했다. 한국 월드비전과 굿네이버스는 양자 모두 기독교 기반 국제발전협력 분야 에서 활동하는 FBO임에는 동일하다. 그러나 한국 월드비전의 경우, INGO파트너 단 체의 성격을 가지며 보다 엄격한 신앙이 강조되는 반면, 굿네이버스는 한국에서 자 생적으로 탄생한 단체로써 신앙을 강조하지 않는다는 점에서 성격상으로 일부 차이 를 지니고 있다. 세계평화여성연합은 신앙적인 성격을 취하고 있지만, 최근 여성시대의 조류에 즈 음하여 여성 중심의 세계적인 FBO로서의 의미가 크다고 할 수 있다. 우리나라에서 신앙기반 NGO(FBO)가 앞으로 더욱 발전하기 위해서는 첫째로, 보편적인 가치로 조 명을 받을 수 있는 현안에 초점을 맞추어야 하고, 둘째로, 정부와의 상호협조파트너 십 관계로 발전시켜 나가야 하며, 셋째로, 다른 FBO 간의 관계 등이 원활하게 이루 어져야 한다. 마지막으로, 회원 참여확대, 전 조직구성원의 조직적 역량 발휘, 프로 그램 개발, 재정확보 등이 필요하다.
A Study on the ‘Faith-Based NGO(FBO)’ for Co-Living of Unification Thought
The purpose of this article is to find a better way to develop FBO through the analysis of examples and cases of ‘faith-based NGO(FBO)’ activity. In particular, in the field of international development cooperation, the role of the FBO is very important because there is a close relationship to realize the idealism of co-living of Unification Thought. FBO activity is presented as an alternative to government failures and market failures receives much attention to solve the problems of global poverty, education, etc. Socially on the grounds that FBO provides supplies and love to those who are alienated from others in a position of religious love and devotion is separated from the general NGO. The concepts of FBO(faith-based NGO) is universally used in policy documents and international development report, etc. After World War II, civic groups’ activity specialized in international development activity was very active, since the 1990s institutionalized support and various professional development activities are developed through partnership with bilateral and multilateral relations aid agencies. In this paper, I analyzed them as a case of study for ‘Korea World Vision’, ‘Good Neighbors’, ‘Women’s Federation for World Peace(WFWP)’ of ‘General Consultative Status’ acknowledged from UN ECOSOC and the representative of South Korea. ‘Korea World Vision’ and ‘Good Neighbors’ Both are the same as FBO, which operates in the field of international development in the Christian infrastructure. But ‘Korea World Vision’ is got a partner's personality, and emphasized strict faith. ‘Good Neighbors’ born naturally in Korea, it does not emphasize the faith of religion. And Women’s Federation for World Peace(WFWP) is taking a religious stand, on the occasion of the current generation of women, is said that it is a significant term as a the female sex-centered worldwide FBO. For ‘faith-based NGO(FBO)’ activity, in order to further develop, the following conditions are required : First, we need to focus on issues that can be illuminated with universal values. Secondly, we need to develop a partnership with the government. Third, the relationship between different FBO relations must be smooth. lastly, expansion of member participation, organizational capabilities of the organization, development of programs, and secure financial attainment are needed.
