공생공영공의주의 이상사회를 위한 세계평화여성연합의 NGO활동 사례 연구
본 연구의 목적은 통일사상의 공생공영공의주의 이상사회를 건설하기 위해 Gidron의 NGO이론 모형으로 세계평화여성연합(여성연합)의 NGO활동의 사례를 분석하고 더욱 발전할 수 있는 길을 모색하고자 함이다. 한국의 NGO활동은 전 국적 수준에서 500개 이상의 단체들이 결집하여 총선 시민연대를 구성하고 정치 개혁의 주동적 역할을 담당하기도 한다. 그러나 한국의 NGO활동이 급속한 성장 과 발전을 이룩한 가운데에서 몇 가지 문제점과 불균형 현상이 나타나고 있다. 특히 아직까지 그다지 관심을 끌지 못하고 있는 분야가 여성운동 수준에서의 NGO의 역할이다. 본 연구는 연구대상으로 상정하고 있는 NGO에 대한 개념을 제시하고 민간수준에서의 NGO활동을 이론화할 수 있는 Gidron의 모형으로 정부 우위, NGO우위, 이원·상호협조 등의 세 가지 모형으로 설정하고 있다. 여성연합은 복지서비스의 공급과 재정확보 기능을 모두 갖추고 있는 NGO우위 모형이 된다. 그러나 여성연합이 더욱 발전하기 위해서는 첫째, 회원 참여확대와 프로그램의 개발이다. 이 양자의 사업은 상호 영향을 주고받는 관계다. 둘째, 여성연합의 또 다른 문제점은 재정확보 및 관리의 문제다. 그럼에도 불구하고 적정 치를 넘는 차기이월금은 조직의 신뢰성을 유지하는데 도움이 되어야 한다. 셋째, 대부분의 한국 시민운동이 그러하듯이 여성연합도 일부 조직원 중심의 운동으로 이들의 역량에 지나치게 의존하지 말아야 한다. 넷째, 여성연합이 한국을 대표할 수 있는 NGO로서 재탄생하기 위해서는 남북통일, 여성인권신장, 환경분야 등에 서 정부와 ‘상호협조파트너십 모형’의 네트워크를 구축하는데 적극적이어야 한다. 아울러 여성연합의 세계적인 네트워크 조직적 특성을 더욱 발휘하여 외부의 다 른 여성 NGO들과의 연대감을 높여 통일사상의 공생공영공의주의 이상사회를 만 들어 나가는데 앞장서야 한다.
A Case Study for NGO Action of Women’s Federation for World Peace for the idealism society of co-living, co-prosperity, and co-righteousness
The purpose of this article is to find a better way to develop NGO activity through the examples of Women’s Federation for World Peace(WFWP) to make the idealism society of co-living, co-prosperity, and co-righteousness of Unification Thought by Gidron’s NGO Theory Model. NGO activity of Korea gathered together at a national level, organized by more than 500 civic groups, to form a coalition of NGO groups and play the leading role in political reform. However, among the rapid growth and development of NGO activity in Korea, there are some problems and imbalance. In particular, the area that is not attracting interest is the role of NGO at the level of women’s movements. This study suggests the concept and definition of NGO which is subject to the research, and there are three ways to formulate the Gidron’s theory model of NGO action at a private level : Government-Dominant Model, NGO-Dominant Model, Dual Model or Collaborative Model, etc. WFWP is NGO-Dominant Model because it provides both the supply and the funding of the welfare services. But WFWP needs in order to develop further progress : First, must be equipped with the expansion of membership and the development of program. The business of this quantum affects bilateral relations. Second, for WFWP, another problem is the securing and management of finance. Nonetheless, excessive amount to transfer to next year does not help maintain the reliability of the organization. Third, like most Korea’s NGO groups, WFWP is also unduly dependent upon action which focused on the existing organizational members. Fourth, WFWP to be reborn as NGO of Korea, should be acted in building the network of ‘collaborative-partnership model’ with government for the Unification of North and South Korea, the empowerment of the female sex’s rights, and the environment, etc. In this context, By further development with a organizational characteristics of global network of WFWP, we must take the lead to make the idealism society of co-living, co-prosperity, and co-righteousness of Unification Thought by enhancing our solidarity with other female NGOs.
