통일사상 공생주의 관점에서 본 기본소득 연구
본 연구는 통일사상의 경제관인 공생주의의 관점에서 기본소득을 바라보고자 한 연구이다. 이를 위해 통일사상요강에서 제시된 공생주의의 핵심개념인 적정 소유와 기본소득에 관한 논점을 정리하였다. 이를 통해 공생주의에서 기본소득을 바라볼 수 있는 몇 가지 시사점을 얻을 수 있었다. 통일사상적 관점에서 기본소득 의 개념을 볼 때 첫째, 기본소득이 실시범위와 실시정도의 차이가 있으나 기본적 으로 사적 소유를 인정하는 기반 위에 생존을 위한 기본소득을 제공하는 제도이 기에 개념적으로 긍정적인 검토를 할 수 있다고 보인다. 둘째, 기본소득이 생존을 위한 노동이 아닌 기쁨을 위한 노동, 영리추구를 위한 경제활동이 아닌 공동체를 위한 비영리활동으로 노동의 방향을 전환한다는 면에서 공생주의에서 제시하고 있는 사랑과 감사의 미래적 경제활동을 위한 제도로서 검토할 수 있는 가능성이 있다고 보인다. 셋째, 기본소득의 도입과정은 정책적 실험을 통한 단계적인 모색 과 논의, 국민투표나 선거투표를 통한 민주적인 과정을 거친다는 면에서 공생주의 경제제도의 도입을 위한 과정으로서 시사점을 얻을 수 있다고 보인다. 넷째, 기본 소득의 도입과 적용이 취지에 적합하게 이루어지기 위해서는 근본적으로 성숙한 시민의식이 요청되는 바, 적정소유 실현을 위해 하나님의 참사랑을 중심한 양심회 복을 위한 교육이 병행되어야 한다는 면에서 시사점을 얻을 수 있었다.
Basic Income as Seen from the Co-livingism View of Unification Thought
This study addresses basic income from the perspective of the principle of co-livingism, the economic view of Unification Thought. In order to do so, I arranged the core concept of the principle of co-livingism – reasonable possession - found within New Essentials of Unification Thought, with basic income. Through this, I was able to obtain a few implications with which to view basic income from the principle of co-livingism. From the perspective of Unification Thought, the basic income notion, first of all, is a concept that can be positively assessed as a system that fundamentally acknowledges personal possession and upon which, basic income needed for survival is provided, although the range and the degree by which basic income is executed may differ. Secondly, if the labor required to obtain basic income can be regarded as labor for joy instead of labor for survival, or as non-profit activities for the community instead of profit-making economic activities, then it can be considered as a possible system for future-oriented economic activities based on love and gratitude, as proposed by the principle of co-livingism. Thirdly, we can obtain implications in regards to the process required to implement a co-livingism economic system, through the democratic procedure that will be needed to implement the basic income system, which will include a phased search, discussions, a referendum or voting. Fourthly, a mature civic awareness will be essential to implement and apply basic income in accordance to its purpose. For that to happen, I came to the conclusion that it will be essential that education to restore the conscience centered on God’s true love be conducted side by side so as to bring about the realization of reasonable possession.
